Special exemption or conditions to take the SAT?

I opened this blog to help anyone who is preparing for his SAT.
I remember myself when I started - I was so lost and in such a panic.

I’ve been diagnosed with ADHD, panic disorder, and major depression. I took the SAT’s. I was shaking; I could barely move my arm to enter the answers, the words and formulas seemed like they were dancing in the air. I could barely even read half of them. All my symptoms get worse when I take any test, under any condition, so it wouldn’t matter how long I had or under what conditions I’d take it. In other words, no special accommodations work. On the other hand, when I write papers, etc., I get the highest or next highest grades in the class, and when I was in the 8th grade my reading level was at a 12th grade level. I’m also a truant, and when my ‘guidance counselor’ looked at my records he punched me in the stomach. Then he said, ‘You’re just lucky there are people around or I’d really let you have it.’ I have a single mother who makes about minimum wage and she doesn’t stick up for me. Meanwhile, a lot of kids have parents paying for those SAT tutoring classes. What can I do?
I’d ask what he meant by let me have it.
