Dell Inspiron 600m Can’t Boot - Blue Screen - Failed DST Short Test - how to access recovery console?
Having problems booting my laptop, as soon as Windows logo screen finishes loading, I get a blue screen and instantly restarts…ran diagnostics, and it failed a dst short test…anyway, that’s a long story, but my CURRENT problem is that for some reason, I can’t seem to access the Recovery Console via CD, nor even boot with CD. It acts the same as if I had chosen to boot from HDD…I hit F12 and choose to boot from CD, but it still goes to "We apologize for the inconvenience…", etc etc, then still hits the blue screen and flashes and restarts.
I’m using an XP 3 disk from the Microsoft website, downloaded and burned myself (I tested it on another laptop and it loads fine, though I can’t tell if it boots fine since I have Vista on this one).
Am I missing a step or doing something wrong? What do I do?

recovery console should be preloaded onto the pc from dell just boot into it and run the check
but it sounds like a defective hard drive
